With an emphasis on efficiency, innovation and transparency, NASCAR unveiled a restructuring of its competition department philosophies Monday that’s scheduled to be completed by 2015.

In a wide-ranging series of initiatives, the sanctioning body plans to simplify its dense rulebook (and possibly make it available online to fans) with more graphical examples and computer-animated drawings, re-examine its appeals process for penalties and streamline its officiating while adding technology in the pits.

The responsibility for designing and developing future models of race cars also will fall under the purview of Gene Stefanshyn, who recently took over as the head of NASCAR’s Research and Development Center. This will allow vice president of competition Robin Pemberton and Sprint Cup director John Darby to focus on rules enforcement with enhanced deterrence and a revamping of the inspection process.

Stefanshyn and senior vice president Steve O’Donnell both hinted NASCAR, whose Sprint Cup cars employ mostly outdated engine architecture, would move toward its race cars being more relevant under the hood to street models. The Gen 6 car was introduced this year with exterior features more comparable to its showroom counterparts.

“We want to position NASCAR ultimately for the future,” O’Donnell said. “The goal for us would be that as cars come off the manufacturing line in the near future, they certainly look like NASCAR from an aesthetic standpoint when you look at those on track, but just as importantly the technology that’s in those cars mirrors what’s on track, and we really become that proving ground from a technology standpoint.

“We want to be more nimble in what we do from a technology standpoint, be able to quickly react to the emerging technologies. We feel like no better sport is better positioned to really take technology (and) showcase it in front of some of the toughest conditions that exist in the world.

In trying to reduce the “gray area” from its rules, O’Donnell said the sanctioning body will spell out what the specific punishements are for infractions, a la a 5-yard penalty for being offsides in the NFL. Throughout its 65-year history, NASCAR has meted out justice on a case-by-case manner.

NASCAR also will consider an overhaul of its appeals process, which has drawn plenty of scrutiny this season as Penske Racing and Joe Gibbs Racing have had penalties reduced after challenging them.

There currently is a two-tiered appeals process that starts with a hearing before a three-member panel that is chosen from 48 members of the racing industry. Chief Appellate Officer John Middlebrook hears any final appeals.

O’Donnell said NASCAR would consider matching the expertise of its appeals board with the case.

“We probably put people in some tough positions,” O’Donnell said. “And when you look at track promoters who maybe need to work with a race team or a race owner or a team owner in future weeks, and you’re asking them to come in and make a ruling on a carburetor or something new that they have never heard about, and they’re not experts in that, it puts them in a tough position.

“If we can make that a better process with industry experts, still to be determined how we do that, that’s one area we really felt like we could bring in people who have a better understanding of the emerging technology that’s in the race cars.”

 He started riding at 17 with local cycling coach David Kinjah in the highlands of Nairobi and in 2006, took part in the Under-23 world championships representing Kenya.

It was hardly an auspicious beginning – crashing into a policeman on the first bend of the time trial event.

Froome joined the Barloworld team in 2008 and rode his first Tour de France, finishing 84th and with little hope of one day winning the world’s greatest cycling race.

 “The first time that I thought that ‘ok, realistically I could become a GC (general classification) rider to contend in grand Tours was during the 2011 Vuelta,” said Froome, who joined the well-oiledTeam Sky in 2010.

“Up until then I was finding it difficult to keep my performances high for three weeks. The Vuelta 2011 gave me the confidence that I do belong to the group of riders who belong in front of the general classification.”

Froome, first described by Sky principal Dave Brailsford as “a rough diamond, in need of shaping and polishing”, worked for team leader Wiggins at the Vuelta in 2011 and still managed to finish ahead of him.

“When I very first joined Team Sky they asked me what my aspirations were,” said Froome.

“I set goals. Short, long-term goals. Being able to target the Tour was one of the long-term goals.

“I work pretty well within Team Sky’s system. I’m independent but I also enjoy structure, routine, that’s what team Sky is about. They offer a structure for the riders. They have everything planned.”

 Froome, the first man since Eddy Merckx in 1970 to win at top of the iconic Mont Ventoux with the yellow jersey on his shoulders, was made to wait as he matured as a rider in the shadow of Wiggins, who last year became the first Briton to win the Tour de France.

Behind him was Froome, who expressed frustration in the mountains, where he seemed able to beat his leader. But team orders are team orders, and Froome reluctantly obeyed.

With no Wiggins this year, the Briton absent as he recovers from illness and injury, Froome quickly set about making his mark.


On the first summit finish at Ax-3-Domaines in the Pyrenees, Froome soloed to victory in awe-inspiring fashion and never surrendered the yellow jersey, despite suffering in the queen stage to l’Alpe d’Huez.

“The worst moment was on l’Alpe d’Huez when I could feel I was completely flat on energy and it’s a horrible feeling,” he said.

“When you have no more fuel left in your body and you see the sign 5 kilometers to go and you know it’s uphill, it’s something tough to get through mentally but thankfully I had (team mate) Richie Porte with me.”

Froome is eager for more glory.

“Personally I think the Tour de France has to be the pinnacle of our cycling calendar, it’s the most sought-after victory,” he said.

“Having said that the decision would be very much based on the parcours, on how suited it is to me, to my other team mates. But I’d love to come back targeting the tour every year.”

A fantastic climber and an excellent time trialist, Froome will most likely be pleased with the route of the 2014 Tour, which will start from Leeds.

“It has been a fast progression for me. I’ve learnt so much but I still have improvements to make in my climbing, my time trialing, my descending,” he said.

“But I can’t tell you what the future holds. I have been a pro for five years only.”

If you watched and weren’t entertained, I don’t know what to tell you.

“This is real racing right here, this is all I’ve got to say,” Dillon said in victory lane after beating Kyle Larson to the finish line in a green-white-checker sprint.

The thing is, that wasn’t just the joy in Dillon coming out after he reached victory lane. The excitement of being at Tony Stewart’s track was palpable and authentic. Drivers and team members exclaimed throughout the evening about the race, and heck, not even a discouraging word was said by the NASCAR social media chamber, a notoriously finicky segment.

A big reason for that excitement? The racing.

Yes, it was different. But it wasn’t just the difference in styles in how a driver attacks a half-mile dirt track versus a 1.5 mile asphalt track that made Wednesday night mesmerizing. It was multiple grooves, the throttle management and a genuine sense that the race was ultimately going to be decided by the drivers and their trucks, not by clean air. (Which can be a bit of an oxymoron at a dirt track anyway.) Throw in a big helping of nostalgia — many NASCAR drivers grew up racing local dirt tracks — and it’s hard not to consider the night a rousing success.

Need proof of how that all came together? Look no further than the battle between Norm Benningand Clay Greenfield in the Last Chance Qualifier race to get into the 150 lap main event. Instead of relying only on single truck qualifying to set the field for the race, NASCAR used heat races and a subsequent last-chance race to whittle the 35 trucks attempting the race to the 30 trucks that would start the race.

With two laps left in the Last Chance race, Benning was holding onto the final transfer spot into the main race in fifth place. Greenfield was right behind him, both drivers in trucks they own and prepare themselves, a far cry from the multi-million dollar operations in the Sprint Cup Series.

Greenfield leaned on Benning’s bumper as the two approached the white flag. Benning got loose, but stayed in the throttle and held the position. As they came through turns three and four again,Greenfield got to the inside of Benning and slid up into him, forcing Benning’s truck into the wall. Sparks flew, but Benning stayed in the gas once again, nipping Greenfield at the line for that last place starting position.

And when Benning got back to the garage? Members from seemingly every team were waiting for him to get out of his truck to congratulate him.

Did NASCAR take a gamble by staging a type of race not run for nearly half a century at an 18,000 seat facility owned by a Sprint Cup Series champion? Probably. Did it pay off? Absolutely. Instead of the question being “Does the Truck Series return next year?” it’s now “When can the Nationwide and Cup Series do this?”
